1、<p><b>  中英文翻譯</b></p><p>  2004中國房地產市場仍會升溫</p><p>  房地產一直牽動著中國人最敏感的神經。在經歷了幾年的持續高速增長之后,今年它是否還將繼續走高?這是目前大家最關心的。27日,房地產界最權威的幾位專家聚集到了一塊,就今年的房地產走勢以及市場投資趨勢展開了一番爭論。多數觀點是,今年我國的房地產還將持續保

2、持高增長勢頭,房價會在可控范圍內上升。 </p><p>  “中央18號文件提出,房地產要保持快速、持續、健康發展勢頭的前提是在20—30%速度基礎上的發展。因此,目前我國的房地產業無論數量、規模、價格,基本處在一個正常的發展空間?!敝袊康禺a業協會會長楊慎說,今年還將繼續保持這種發展勢頭,房價會在可控范圍內上升。</p><p>  原因是,首先國務院去年頒布的18號文件對房地產業在國

3、民生產總值中的地位作了肯定,稱之為支柱產業。只要今后大的政策不變,市場就不會有大起大落。最近國家相繼對鋼鐵、水利等行業作出調整,但沒有提及房地產業,意味著國家會繼續持支持態度。 </p><p>  第二,目前大家普遍擔心國家關于土地政策的調控會否影響房地產發展。楊慎認為,在一定時間和限度內可能會有所影響,但總體影響不會太大。因為,房地產建設用地每年270萬平方公里,僅占全國每年用地總量15.8%。而且國家目前也

4、沒有減少房地產用地的考慮。 </p><p>  第三,大家還擔心金融政策收緊1%,即收緊4000億元的貸款,也可能會對某些項目和地區產生影響,楊慎認為總體影響也不會太大。因為全國的總額僅4000億,而每年的房地產業貸款為2萬多億。且隨著我國入世后金融業逐步開放,許多國外金融機構開始進入,加上其他融資方式的增多,金融政策整改基本不會對房地產造成大的影響。 </p><p>  對此,建設部

5、房地產與住宅研究會副會長張元端持相同觀點。他認為,去年以來,在房地產開發項目的土地、資金、營銷策劃這三大要素中,我國相繼出臺了一些新政策,房地產業因此而面臨新形勢,甚至還將有一些房地產企業面臨洗牌。然而,房地產業是個具有相當吸引力的投資行業,相信在今年以至于今后相當長一段時間,我國房地產仍會保持快速、持續發展。 </p><p>  樂觀之余,也需冷靜觀察,去年我國房地產實現了32.5%的增長速度,相比較過去5年

6、平均增長22%,去年的速度偏高了些。楊慎認為,在全國百姓住房條件有很大改善的情況下,房地產發展應該進入持續、均衡、平穩的階段,而不應該再是跳躍式的發展,20%左右的速度屬于正常。 </p><p>  由于目前我國固定資產投資規模偏大,去年達到了5600億,造成能源、交通、電力等行業普遍升溫,中央現在正著手進行適當控制。房地產業投資占全國固定資產投資的20—23%,所以,房地產增長也要服從于全國宏觀調控大局,增長

7、速度應該適度,這樣才能保持健康持續發展的勢頭。</p><p>  張元端也認為,與國外房地產業相比,我國的投融資機構、股東結構還不夠健全,甚至存在比較嚴重的缺陷。預計在今后一段時期內,我國房地產在投資問題、與投資緊密相關的融資渠道問題以及股東結構問題上都會有不斷的創新,從而使我國的房地產業更加成熟更具有活力。</p><p>  2004 Chinese real estate mark
